Iv'e been having this issue with video playback on YouTube and other video content sites where a red line will divide the video in half. The left half looks normal, and the right half looks like its gone through a watercolor filter. I'm running Chrome on Win10, but I have the same issue on Microsoft Edge.

Finally found the solution to this:
If you have a catalyst video driver -> deactivate the “demo mode”
launch ATI Catalyst Control Center (Advanced)
select Graphics -> Avivo Video
Select Tab “all settings” and scroll down to bottom
deactivate Video Demo Mode Hope that helps.
I can't seem to see the image, so I'm not sure what's going on.
Personally, I would try reinstalling Windows 10. I've heard a good buddy of mine fix this same problem by doing that. It could also be a graphics driver error, or an error with whatever player Youtube uses nowadays.
For a small recap, here are some options. Reinstall graphics driver. Reinstall Youtube's default player Reinstall Windows.
