Hello wonderful people of r/pokemon, It's always been my dream as a kid to take on the Battle Frontier in Emerald, but never have due to my Emerald file having no TMs or good items. But recently I bought a Ruby online and it has all 50 TMs, 99 of each. And with the TMs ready, I need a team. Here is what I was thinking:
Shell Bell Ability: Levitate EVs: 4 HP / 252 SpA / 252 Spe Modest Nature
Choice Band Ability: Clear Body EVs: 4 HP / 252 Atk / 252 Def Adamant Nature
Leftovers EVs: 4 HP / 252 SpA / 252 Spe Timid Nature
The Latios/Metagross combo is a staple in the Battle Frontier, + they're 2 of the best 'mons in the game. I actually got my Battle Factory silver emblem with a starmie, mostly because Noland's team consisted of 'mons that were very weak to surf/psychic.

If you have any suggestions on items, please keep in mind that I am limited in what I can use, and the internal battery in my Emerald is dead, but it's fixed in my Ruby, and I plan to fix it in my Emerald soon as I've ordered a tri-wing screwdriver.

As someone who's beaten the Battle Frontier in Emerald, let me give you a piece of advice, which can apply to other Facilities but mostly to the Battle Pyramid:
Do not have two Pokemon of the same type. If you can help it, don't have any pair with one weakness. Because if you have two Fighting types, you'll be met with endless Flying/Psychic type moves and Pokemon.
I'm not even kidding. If your team has a weakness, if your lead Pokemon has a weakness (which it obviously will, as most Pokemon do), after you get the Silver symbol you'll find that most Trainers have particularly difficult Pokemon to deal with (i.e., ones you're weak to).
You have three Psychic-type Pokemon, which means you're going to experience a lot of pain from Dark/Ghost/Bug type Pokemon/moves.
I cleared the Battle Frontier with Gardevoir, Blaziken, and Milotic. Might I suggest replacing Starmie with Milotic?
When making your team, you need to look at long-term viability in addition to regular viability. I don't know if you're familiar with the Battle Pyramid, but it's kind of like having to explore Victory Road, in the dark, with no Flash, and no Bag items except for what you find on the ground (Protip: If trainers are not in a formation , then there will be an item near almost every Trainer.).
I can say with total confidence that the Battle Pyramid is the hardest obstacle your team will face (barring Factory, which your team doesn't actually fight). Take a look at the list of floor themes. If your team is weak to even one of those, you'll never make it past that set of floors.
I'm going to use the Battle Pyramid as the gold standard here, since as explained it's the hardest of the facilities.
Latios: Psychic is good, Ice Beam is good, but Calm Mind might not be your best bet.
Metagross: Explosion? Gross. (get it?) You're going to want something a little better. Might I recommend Ice Punch? It's the better of the two elemental punches Metagross can learn due to its increased coverage.
Starmie: Don't use Starmie in the Battle Pyramid. It has five weaknesses, and- let's be honest here- it's not the greatest here. Might I recommend Milotic? Bold nature, you can keep Surf, Ice Beam, and Recover, and maybe even throw in a status move (Hypnosis! Confuse Ray!) or Dragonbreath. Distribute EVs to HP, Def, and SpD.
Well, that's just my two cents. Sorry that ran a bit long- I love the Gen III BF metagame, specifically the Battle Pyramid (can you tell?).
